Start Network has signed a climate risk insurance policy that will protect up to 160,000 people in Senegal from the effects of drought. One of the first of its kind, the policy will enable aid agencies to offer life-saving support to people in Senegal as soon as a drought is predicted, helping to prevent famine.

Cette initiative a été soutenue par la Banque allemande de développement (KFW) au nom du ministère fédéral allemand de la coopération économique et du développement. ARC Replica Payout, Senegal 2020 - Internal Evaluation

In 2017, Start Network and the World Food Programme sought to expand the approach of African Risk Capacity (ARC) through the ARC Replica programme. The objectives were to further expand the coverage of ARC while giving the opportunities to test new financing tools for civil society (especially insurance), and ultimately the uptake of ARC. This initiative has been supported by the German Development Bank (KFW) on behalf of the German Federal Ministry of Economic Cooperation and Development. This evaluation reviews the impact of this pay-out to the Start Network members who received the funding on the communities who were reached through the programme.

ARC Replica Payout Process Evaluation

In July 2019, Start Network and the Government of Senegal each purchased an insurance policy against drought through African Risk Capacity Ltd. When the pre-agreed triggers were met in November 2019, a payout of US $12.5m was made to the Government of Senegal and another US $10.6m was paid to Start Network for early humanitarian action. Six Start Network members then worked alongside the Government of Senegal to deliver assistance throughout 2020 to Senegalese families ahead of a severe large-scale drought.

Humanitarian agencies in Senegal are this week distributing aid as part of an early response to food shortage, which has been caused by the late onset of rainfall last year. This early action will help alleviate the suffering of those affected and reduce the need for them to resort to negative coping actions such as taking children out of schools, eating their seeds, and migrating or selling their farming implements.
